BTC Election: Assam CM Himanta Biswa Sarma has said that BJP will fight this BTC elections without UPPL.
The notification for the Bodoland Territorial Council (BTC) Elections is likely to be announced in a couple of months. Assam Chief Minister, Himanta Biswa Sarma recently hinted that the BTC polls will be held before Durga Puja which means it will be held in the month of September. So who will rule the Council?
Assam Chief Minister Himanta Biswa Sarma has already announced that this time BJP will fight BTC elections without its ally UPPL. The other parties – the ruling UPPL, BPF who had ruled BTC for 15 years and is understood to have some kind of an understanding with the Congress, and the Gana Surakshya Party (GSP), are also planning to go solo this time.
It will surely be interesting to see who will fare better this time and if current Chief Executive Member (CEM) Pramod Boro will be able to retain power for another term without the BJP by its side. It will also be interesting to see how many seats BJP is able to win without UPPL, which is a local party.
The last BTC election in 2020 saw a paradigm shift when Hagarama Mohillary led Bodoland People’s Front (BPF) was uprooted from power by Pramod Boro-led United People’s Party Liberal (UPPL) and its ally Bharatiya Janata Party (BJP). Hagrama Mohillary ruled the Council for 15 years as his party, BPF won three consecutive terms ever since the BTC was constituted in 2003 and the first elections were held in 2005.
In 2020, though BPF won 17 seats and emerged as the party with the single largest majority, Hagrama Mohillary could not form the government because UPPL-BJP alliance bagged 21 seats (UPPL won 12 seats and BJP won 9 seats) and formed the government. Pramod Boro became the new CEM of BTC replacing Hagrama Mohillary.
The other parties who were in the fray – the Congress won one seat and the Gana Surakshya Party (GSP) floated by former Kokrajhar Lok Sabha MP, Heera Saraniya also won just one seat.
Significantly, later, 5 BPF Members of Council Legislative Assembly (MCLA) deserted the party in phases and joined other parties. While 3 jumped the ship to join UPPL, the remaining 2 joined the BJP. UPPL now has a total strength of 15 and BJP 11. The strength of BPF has dipped to 12 in the 40 member house.
The BTC has 40 elected members and an additional six members that are appointed by the Governor of Assam. The area under the BTC jurisdiction is officially called the Bodoland Territorial Area District (BTAD).
