Ukraine War Veterans Travelled to Myanmar Via Mizoram to Train Insurgents There: CM Lalduhoma in Assembly

CM Lalduhoma in Assembly: Foreign mercenaries, including those from the United States and the United Kingdom, crossed into Myanmar through Mizoram to provide arms training to insurgents in the neighbouring country, Mizoram Chief Minister Lalduhoma informed the state assembly on Monday.

“We have specific intelligence that the Ukraine war veterans travelled to Myanmar’s Chin State via Mizoram to train rebel outfits fighting the military junta,” CM Lalduhoma told the Assembly on Monday, March 10

The CM Lalduhoma in Assembly revealed that nearly 2,000 foreigners visited Aizawl between June and December last year. He said many of these visitors did not arrive as tourists and left the state unnoticed, raising serious security concerns.

CM Lalduhoma in Assembly stated that the situation in Myanmar has drawn attention from several countries, including China and the US. This development has made Mizoram’s use as a transit route by foreigners a major concern for the central government, prompting the reimposition of the Protected Area Permit (PAP) in the state.

“Although the Mizoram government initially opposed the Centre’s decision, it later realized the necessity of the permit as viewed by the Centre,” the Chief Minister said.

In 2011, the Centre had relaxed the PAP requirements in Manipur, Nagaland, and Mizoram to boost tourism. The relaxation allowed all foreigners, except those from Afghanistan, Pakistan, and China, to enter these states without a PAP. This relaxation was extended every five years, with the latest order issued in December 2022, which was valid until December 2027.

However, the Ministry of Home Affairs (MHA) recently reinstated the PAP in Mizoram, Manipur, and Nagaland due to rising security concerns linked to the influx of foreigners from neighbouring countries. The MHA communicated this decision to the chief secretaries of the three northeastern states, informing them about the reintroduction of the Protected Area Regime (PAR), thereby lifting the relaxation after 13 years.

The reimposition of the PAP aims to regulate the movement of foreigners and prevent any further security threats in the region.
