Sikkim: Second Meeting for Inclusion of 12 Communities in ST List Held in New Delhi

The Sikkim State High-Level Committee held its second meeting in New Delhi today to discuss the inclusion of 12 left-out communities in the Scheduled Tribe list.
During the meeting, SSHLC members presented the First Draft Report, which highlights how these communities meet the five key criteria for ST status—primitive traits, distinctive culture, shyness, geographical isolation, and social and economic backwardness. The report, based on structured data submitted by community members, is a preliminary step in the recognition process.
The Chief Minister commended the SSHLC members for their dedicated efforts and scientific approach in drafting the report within a short timeframe. He emphasised the need for a well-researched, comprehensive final report. He also urged SSHLC members and community representatives to address data gaps and queries raised by the Ministry of Tribal Affairs and the Office of the Registrar General of India. Providing conclusive and well-substantiated responses, he stated, would strengthen the case for ST inclusion under the Constitution of India.
The meeting was attended by Members of Parliament from the Rajya Sabha and Lok Sabha, the Deputy Speaker, Cabinet Ministers, MLAs, Advisors, and representatives of the 12 Left Out Communities.
The SSHLC was first convened on 15 December 2024 in Gangtok. A corrigendum issued on 23 December 2024 set a three-month deadline for the final report’s submission. With this meeting, the SSHLC continues its efforts to secure constitutional recognition for these communities.
