Shillong Cantonment to Finally Get Building Bye-Laws After 53 Years; Draft Sent to Defence Ministry for Approval

As per the approved draft, residential buildings along motorable roads can go up to Ground plus 3 (G+3) floors.
In a major development after more than 53 years, the Shillong Cantonment Board has approved the draft Shillong Cantonment Building Bye-Laws 2025, paving the way for planned and regulated construction in the military-administered zone of the city.
The board approved the draft during its meeting held on July 1, and has forwarded it to the Ministry of Defence for final approval.South Shillong MLA and BJP leader Sanbor Shullai, who serves as an invitee member of the Shillong Cantonment Board, said the draft was thoroughly vetted by the Meghalaya Urban Development Authority (MUDA). He added that the proposal addresses the long-pending demand for building guidelines in the cantonment area.
“This is a much-needed step. The bye-laws will now regulate construction in the Shillong Cantonment area in a proper and sustainable manner,” Shullai said.Brigadier Rajesh Verma, President of the Shillong Cantonment Board, presided over the meeting. Other key attendees included CEO of the Board Ayush Maurya, nominated member Bipen Pradhan, Senior Engineer Sujit Karv, and MUDA’s Senior Architect L. Rymbui, who previously served as the Town Planning Officer.
As per the approved draft, residential buildings along motorable roads can go up to Ground plus 3 (G+3) floors. In non-motorable areas, construction will be limited to Ground plus 2 (G+2) floors. For smaller plots measuring up to 1000 square feet, the construction cap is G+2 floors.The draft has now been sent to the Directorate General of Defence Estates (DGDE).
The General Officer Commanding-in-Chief (GOC-in-C), Eastern Command, will recommend it to the Ministry of Defence for final approval.Once approved, the bye-laws will bring much-needed clarity, safety, and uniformity to construction in the cantonment area, which has remained without proper regulations for over half a century.
