Non-Negotiable Issues Hinder Progress in Tripartite Talks with HNLC: Meghalaya Chief Secretary Wahlang

Chief Secretary of Meghalaya, D.P. Wahlang, has confirmed that certain non-negotiable issues remain a significant barrier in the tripartite talks involving the banned Hynniewtrep National Liberation Council (HNLC), the state government, and the Centre. While reiterating the government’s openness to dialogue, Wahlang stressed that non-negotiable items, particularly those involving the Ministry of Home Affairs, cannot be compromised.
“There are some items which are non-negotiable and others that are negotiable. When it is non-negotiable, we have to consider the involvement of the Ministry of Home Affairs. Such issues cannot be compromised,” Wahlang stated.
He revealed that while the HNLC initially expressed a strong willingness to engage, differences over critical points led to a deadlock. “At one point, HNLC was very keen to continue with the discussions. However, tricky points caused a lack of convergence between their stance and ours,” he stated.
To resolve the impasse, the HNLC was advised to hold internal discussions and return once clarity on contentious issues was achieved.
Wahlang said, “We requested them to reconvene internally and return when there’s complete clarity and convergence. While they have had their meetings, they haven’t resumed talks with us yet. Our doors remain open.”
On law and order, Wahlang described 2024 as a peaceful year, with no major disruptions. He expressed optimism for continued stability in 2025, which he believes will enable the government to pursue its developmental agenda effectively.
“A stable law-and-order situation benefits the citizens and allows us to focus on growth and progress,” Wahlang further stated.
