After Assam it is Nagaland which is all set to have its variant of National Register of Citizens (NRC).
Nagaland’s Home Commissioner R Ramakrishnan issued a notification for setting up of the Register of Indigenous Inhabitants of Nagaland (RIIN) aimed at preparing a master list of all indigenous people and checking the issuance of fake indigenous inhabitant certificates.
Designated teams would cover each village and urban ward from July 10, less than a month before Assam publishes the final NRC. To be monitored by the Home Commissioner, Nagaland’s exercise for collecting information on locals and non-locals has a 60-day deadline.
The RIIN will be prepared after an extensive survey with the help of a village-wise and ward-wise list of indigenous inhabitants based on official records. It will be prepared under the supervision of each district administration.
The State government had directed all Deputy Commissioners to ensure that the teams were constituted by name within a week of the publication of the notification, make the information about the teams public, and communicate to the village council chairmen, Village Development Board secretaries, ward authorities, tribal hohos, churches, and NGOs.
The Nagaland Gaon Burha Federation has extended their support to the government’s decision but has also said that the state government should not rush into in.
The GB federation is of the opinion that if the state govt has decided to conduct an exercise similar to that of the NRC updation in Assam, it should not be done in haste. The state govt must have a consultation with the state’s NGOs and Civil society organisations.
The Federation’s Gen Secy Shikuto Zalipu said keeping in mind that Naga Political groups and the government of india are in peace talks, any policy to be introduced or implemented, should be done after prior consultations with the Naga people.
