Nagaland: 5 Tribes Committee Resumes Protest, Demands Immediate Formation of Reservation Policy Review Commission

The 5 Tribes Committee on Review of Reservation Policy (CoRRP) resumed its agitation on Tuesday in Kohima, expressing strong disappointment over the state government’s failure to form a Commission to review Nagaland’s reservation policy and fulfill their core demands.

Protesters gathered outside the Nagaland Civil Secretariat, launching what they said would be an indefinite protest unless the government took immediate action.

Speaking to Northeast Live, CoRRP member Captain GK Zhimomi said that verbal assurances from the government no longer hold value. “The government assured us that a Commission would be set up within a month. It’s been more than a month now. The delay speaks for itself, the answer lies with the government,” he stated .

When asked why CoRRP opposes the inclusion of Civil Society Organizations (CSOs) in the proposed Commission, Zhimomi clarified that policy-making is strictly the responsibility of the executive. “CSOs cannot be part of policy-making. That domain belongs to the executive. CSOs can raise issues and put pressure, but they must not interfere in official policy matters. We are very clear on that,” he added.

Responding to Chief Minister Neiphiu Rio’s recent statement linking the Commission with the upcoming census, Zhimomi dismissed the argument. “Census and reservation policy are not connected. We’ve used the census as an excuse for too long. The house-listing for the next census will begin in March next year, and the headcount will take place in March 2027. It will take more than a year to complete. We cannot allow the Commission to sit idle for 3-4 years waiting for census data,” he said.

He further stated that the protest would continue indefinitely unless the government decided to engage in meaningful dialogue. “It depends on the government now. Do they want this protest to go on indefinitely, or do they want to sit across the table and sort out the issue with us?” he questioned.

The 5 Tribes Committee has maintained that the current reservation policy in the state needs urgent review and has consistently pressed for the formation of a Commission that works transparently and independently.
