MZP Sets June 13 as Deadline for Mizoram Govt To Act Against Teachers Using Proxies

Mizoram’s apex student’s body, Mizo Zirlai Pawl (MZP) has issued a firm ultimatum to the Mizoram government, demanding immediate action against government school teachers who continue to engage unauthorized substitutes despite clear instructions prohibiting the practice.

According to the MZP, a total of 22 teachers from 14 schools in four districts have been found appointing proxies to attend work on their behalf. This revelation comes after the student body conducted its own independent investigation into the matter, focusing exclusively on schoolteachers.

“MZP has been closely monitoring the issue of unauthorized substitute teachers for a long time, and we firmly stand against this practice. We believe that only those who are qualified and properly trained should be allowed to teach students. We have received calls from the Minister, Director and the District SPO and we have been assured that necessary actions will be taken immediately. We will wait for the government to take action against those violating the law until 13 June. If no such action is taken by then, we will escalate the matter, as we are a student pressure group committed to holding the government accountable,” H. Lalthianghlima MZP President said addressing a press conference in Aizawl today.

The group noted that the continued use of substitutes violates a directive issued by the government in June 2024. The Office Memorandum, titled “Consolidated Instructions Relating to Actions Warranted Against Illicit Practice of Engagement of Proxies/Substitutes by Government Servant,” was intended to stamp out this practice within the public service sector.

However, the MZP contends that the directive has been largely ignored, particularly in the education sector, where the misuse of proxies has directly impacted the quality of learning for students.
Calling the practice both unethical and harmful, the MZP has set June 13, 2025 (Friday) as the deadline for government action. The organisation is demanding strict disciplinary measures against those found in violation of the policy, warning that inaction could spark further protests and agitation.
