MRSSA Will Not Replace or Complement ILP: Paul Lyngdoh

Meghalaya: Paul Lyngdoh said it was up to the electorate to judge the merit of such a legal approach.

Amid the clamour for ILP growing louder, Meghalaya Cabinet Minister and MDA-II spokesperson Paul Lyngdoh on Friday clarified that the Meghalaya Residents Safety and Security Act (MRSSA) is not intended to replace or complement the Inner Line Permit (ILP) system.

Talking to mediapersons in Shillong, Lyngdoh said that the MRSSA is a state legislation that has undergone several rounds of debate in the State Assembly and is, in many ways, a modern framework developed by contemporary lawmakers. Lyngdoh contrasted the MRSSA with the ILP, pointing out that the ILP originated under the colonial-era Eastern Bengal Frontier Regulation whereas the MRSSA allows the State Assembly to introduce amendments whenever necessary, offering flexibility and scope for periodic improvement.

Emphasising the autonomy of the state to shape and refine its own laws, Lyngdoh said it was up to the electorate to judge the merit of such a legal approach. His remarks came in response to renewed criticism from pressure groups and the Voice of the People Party (VPP), whose spokesperson Batskhem Myrboh reignited demands for ILP, citing safety concerns, unregulated tourism, and systemic governance lapses.
