Mizoram’s Hnahthial Tops NITI Aayog’s SDG Index for North-East, Sets Development Benchmark

Hnahthial district in Mizoram has emerged as the top-performing district in the second edition of NITI Aayog’s North Eastern Region District SDG Index for 2023–24, securing the highest score of 81.43. The index evaluates districts across the region on their efforts towards achieving social, economic, and environmental sustainability in alignment with the UN’s Sustainable Development Goals (SDGs).
Mizoram’s overall performance stood out, with all its districts falling in the ‘Front Runner’ category (scores between 65–99). Even Lawngtlai, the lowest-ranking district in Mizoram, scored 67.71—making Mizoram the only North-Eastern state without any district in the ‘Aspirant’ or ‘Performer’ categories.
NITI Aayog noted that 85% of the region’s districts now fall into the ‘Front Runner’ category, a significant jump from 62% in the previous edition released in 2021. The index, developed in collaboration with the Ministry of Development of North Eastern Region (MDoNER), UNDP India, and state governments, now covers 121 of the region’s 131 districts, up from 105 previously.
It needs to be mentioned that, the Longding district of Arunachal Pradesh recorded the lowest score at 58.71, highlighting the developmental disparities within the region.
Nagaland showed the widest intra-state disparity with a 15.07-point gap between its best and worst-performing districts, while Sikkim demonstrated the most consistency with only a 5.5-point gap. Tripura, too, recorded strong performances with minimal intra-state variation (6.5 points) and several high-scoring districts.
Mizoram and Nagaland, despite having some of the highest scores, also reflected notable internal variations of 13.72 and 15.07 points respectively.
According to NITI Aayog, Assam showed marked improvements across key indicators including Zero Hunger, Quality Education, Clean Water and Sanitation, and Decent Work and Economic Growth.
The SDG Index is seen as a critical tool for monitoring regional development and ensuring that progress is inclusive and sustainable across all North-Eastern district.
