Mizoram Governor Dissolves CADC Council Amid Political Instability

“The Sixth Schedule envisions the effective administration of tribal areas for the good of the people,” it stated.

In a significant development, Mizoram Governor Vijay Kumar Singh today dissolved the Chakma Autonomous District Council (CADC) and assumed all administrative powers, citing ongoing political instability and a breakdown of governance.

The decision comes weeks after Chief Executive Member (CEM) Molin Kumar Chakma was removed through a No Confidence Motion on June 16, 2025.

The District Council and Minority Affairs Department issued a notification today, declaring that all powers and functions vested in the CADC will now be exercised by the Deputy Commissioner of Lawngtlai District on behalf of the Governor for a period of 6 months or until further notice.

Governor Vijay Kumar Singh, invoking Para 16(2) and Para 20 BB of the Sixth Schedule to the Constitution of India stated that the constant political turmoil within the CADC is “extremely detrimental” to the region’s administration and “contrary to the spirit of the Sixth Schedule,” which is designed to ensure effective tribal governance.

(Paragraph 16(2) of the Sixth Schedule to the Constitution of India empowers the Governor to frame rules for the management of the District Fund or Regional Fund, including the procedures for payments, withdrawals, and custody of these funds. Meanwhile, Paragraph 20BB pertains to the exercise of discretionary powers by the Governor concerning the administration of autonomous districts and regions. It comes into effect particularly when the Governor is satisfied that the administration cannot be carried on in accordance with the provisions of the Sixth Schedule.)

Earlier, after Molin Kumar Chakma’s ouster, Lakkhan Chakma staked a claim to be the third CEM of the current council.

Citing repeated leadership changes and governance breakdown, the Governor expressed concern that the situation is contrary to the spirit of the Sixth Schedule, which seeks effective tribal administration.

The notification emphasised that the move is aimed at restoring order and ensuring uninterrupted administration in the tribal area.

“The Sixth Schedule envisions the effective administration of tribal areas for the good of the people,” it stated.
