Mizoram BJP Backs Governor’s Rule in CADC, Slams Home Minister K. Sapdanga’s “Misleading” Remarks

Mizoram BJP has come out strongly in defence of the Governor’s Rule imposed in the Chakma Autonomous District Council (CADC), calling it a much-needed constitutional step in the face of long-standing political instability and governance failures. The party also hit back at Mizoram Home Minister K. Sapdanga, who had criticised the Governor’s action as undemocratic.

In a press statement, the BJP termed the Home Minister’s remarks “baseless and misleading.” It asserted that the Governor’s decision was “not political but an administrative necessity.”

The statement said, “Over the last three consecutive terms since 2013, the Chakma Autonomous District Council (CADC) has witnessed chronic political instability, with five Chief Executive Members (CEMs) during the 2013–2018 term, and another five CEMs during the 2018–2023 term. In the current term since May 2023, following the General Election, two CEMs have already been removed through no-confidence motions within just two years, and attempts are being made to install a third CEM.”

Describing the CADC as a “playground of political defection and backdoor manipulation,” the BJP said that the situation had crippled governance and “undermined the constitutional sanctity of the Sixth Schedule institutions.” It emphasized that the Governor acted only after all options for forming a stable Executive Committee had failed.Responding to K. Sapdanga’s claim that 16 members of the Zoram People’s Movement (ZPM) had a legitimate majority in the Council, the BJP accused the party of encouraging unethical practices. “Contrary to Pu Sapdanga’s claims, the so-called ‘majority’ of 16 ZPM MDCs was created entirely through unethical defections, many of which are under public and legal scrutiny,” the party said.

The BJP also reminded the public and the government that the Governor had full constitutional authority to intervene under the Sixth Schedule of the Constitution. It stated, “The Sixth Schedule provides exclusive discretionary powers to the Governor to intervene in case of administrative failure in an Autonomous District Council. As per Para 20BB and Sub-Para (2) of Para 16, the Governor has the authority to assume the functions of the Council when he is satisfied that it can no longer function in accordance with constitutional provisions.”Citing Article 163(2) of the Constitution of India, the BJP added that the Governor’s discretion in such matters is final and cannot be challenged.

The party condemned what it called “political interference” in the constitutional process and urged the Home Minister not to “use the suffering of the people of CADC as a platform for political point-scoring.”The BJP also referred to civil society support for the Governor’s move.

According to the press note, major Chakma civil society groups, including the Central Young Chakma Association (CYCA), Central Mizoram Chakma Students Union (CMCSU), and Central Chakma Mahila Samiti (CCMS), met both the Governor and Chief Minister on June 12 and 13, 2025, urging action against illegal appointments and demanding Governor’s Rule along with an independent inquiry into alleged irregularities.The party added that BJP-CADC District President D.D. Chakma had also submitted a formal memorandum to the Governor on June 20, 2025, demanding urgent intervention.

The memorandum highlighted widespread corruption, financial mismanagement, and unethical political manoeuvring within the Council.The outgoing Chief Executive Member (CEM), Molin Kumar Chakma, also briefed the Governor during their meeting. According to the statement, “Molin Kumar Chakma informed that the collapse of the Executive Committee was due to unethical demands from defected MDCs for appointments, regularizations, and political favours, demands he refused to comply with. As a result, 12 MDCs defected to the ZPM to form a new government.”

He also cited a severe financial crisis in the CADC, including unpaid salaries for over four months, and alleged corrupt activities by in-charge CEMs during his absence.The BJP concluded by saying that the imposition of Governor’s Rule is a “constitutional remedy aimed at restoring stability, accountability, and good governance in the CADC.” The party said the people of the Council deserve “transparent administration, not repeated games of political betrayal and defection,” and urged all democratic forces and the general public to support the Governor’s constitutional intervention.

“The BJP remains firmly committed to upholding the rule of law, the spirit of the Constitution, and the welfare of the people of the Chakma Autonomous District Council,” the statement added.
