MHA – CSOs Talks End on Positive Note, Manipur Delegation Reiterates Ultimatum on Previously Declared Demands

The third round of talks between the Ministry of Home Affairs (MHA) and a joint delegation of Manipur valley-based Civil Society Organisations (CSOs) concluded on a positive note in New Delhi today. The 19-member delegation included seven representatives each from the Coordinating Committee on Manipur Integrity (COCOMI) and the All Manipur United Clubs’ Organisation (AMUCO), and five from the Federation of Civil Society Organisations (FOCS). Representing the MHA were four senior officials, Special Adviser A.K. Mishra, Rajesh Kamle, Sunil Kumar, and Rahul PR.
Sources said the two sides held two rounds of discussions. The morning session ran from 11:30 AM to 2:00 PM, during which three main points were discussed. The afternoon session, held from 2:55 PM to 3:25 PM, covered two additional issues. All points raised had already been included in the earlier declaration made by the CSOs during their joint meeting in Imphal on Saturday.
The CSO delegation brought forward critical concerns such as the security and livelihood of farmers in vulnerable fringe areas, the reopening of blocked National and State Highways, and the proper rehabilitation of Internally Displaced Persons (IDPs) at their original places of residence.
While the atmosphere during the talks was reportedly constructive, the delegation made it clear that the time for discussion had passed, and that action must now follow. During the press conference which was held on Saturday in Imphal, the CSO leaders said they will issue a final ultimatum, warning that they would suspend all cooperation with MHA-led initiatives if the government fails to implement the resolutions agreed upon in previous meetings. A formal statement is expected to be made tomorrow after the delegation returns to Imphal.
This marked the third round of talks between the CSOs and the MHA since the crisis erupted.
Sources said that the MHA responded positively to the delegation’s demands. However, the CSO leaders stressed that only concrete implementation would determine whether the dialogue translates into real progress for the people of Manipur.
