Meghalaya Cabinet approves MSIPF bill, replaces single window agency

The bill will lead to the creation of the Investment Meghalaya Authority which will replace the existing Single Window Agency in the State.
Meghalaya Chief Minister Conrad Sangma on Thursday informed that the state cabinet approved the Meghalaya State Investment Promotion & Facilitation Bill (MSIPF), 2024.
The bill will lead to the creation of the Investment Meghalaya Authority which will replace the existing Single Window Agency in the State.
Speaking to media, Sangma said, “The Single Window Agency which has been prevalent in the state for a long time needed some modifications and improvements and the new Bill will create a unified system where unified applications will be done through portals involving different Departments wherein a tracking system of all investments and proposals will be put in place.”
“There will also be categorisation of investments based on the amounts of the proposals”, he added.
“There has been different categorization based on the amount of investment and so the smaller investments below one crore will be cleared by a committee headed by Deputy Commissioner and any investment between 1 and 10 crores will be cleared by committee headed by the chief secretary. Any committee and investment of more than 10 crores will be sent to the Investment Meghalaya Authority (IMA) authority which is headed by Chief Minister,” Sangma further added.
He added that this will facilitate the easy application process, easy tracking process and a system that is going to allow ease of doing business and improve the overall ease of doing business in the state of Meghalaya. This Bill approved by the cabinet today will be placed in the House for approval.
The cabinet has taken several other decisions which includes Amendment of the Retired Judges Secretarial Assistance and Domestic Help Rules, 2013 and approved the proposal to extend the allowances recommended by the Second National Judicial Pay Commission (SNJPC).
Cabinet also approved the proposal to lay different Ordinances in the form of Bills before the upcoming Assembly Session. These are—Amendment of the Captain Williamson Sangma State University Act, 2011 and the Contingency Fund of Meghalaya (Amendment) Bill, 2024.
