Meghalaya-Based Militant Outfit HNLC Banned for 5 Years by Centre over Security Threats

The Ministry of Home Affairs (MHA) has declared the Hynniewtrep National Liberation Council (HNLC), a Meghalaya-based militant outfit, as an unlawful association for the next five years.
This ban, extending to all factions, wings, and front organisations of the HNLC, will come into force on November 16, 2024. The decision follows a notification issued by the MHA, which cited the HNLC’s involvement in violent incidents and other activities seen as threats to India’s sovereignty and integrity.
The MHA’s notification explained that the ban is necessary due to the HNLC’s objectives, which include the secession of areas in Meghalaya primarily inhabited by the Khasi and Jaintia tribes. Additionally, the MHA stated that the group has been engaging in intimidation and extortion of civilians to fund its operations. The outfit is also reported to maintain links with other insurgent groups across the Northeastern region to facilitate its extortion and intimidation activities.
According to the MHA, “The Centre is of the opinion that the HNLC, with its declared objective of secession and its continued use of violent means, poses a significant threat to the security and unity of the nation.”
The notification also highlighted that, between November 2019 and June 2024, law enforcement agencies have arrested 73 HNLC cadres, while three have surrendered. The Government of Meghalaya has supported the decision, formally recommending the declaration of the HNLC as an unlawful association.
