Manipur to Shut Relief Camps by December, Begins 3-Phase Rehab Plan for Displaced Families

To support those who are still unable to return after December, the government is building 1,000 more pre-fabricated houses.
The Manipur government has announced it will close all relief camps for Internally Displaced Persons (IDPs) by December 2025. Those unable to return home will be shifted to newly built pre-fabricated houses. Rehabilitation will roll out in three phases, July, October, and December, along with a financial aid package for home reconstruction.
Chief Secretary Prashant Kumar Singh made the announcement while speaking to the media on the sidelines of the 2nd Foundation Day of the Manipur State Commission for Scheduled Tribes at Hotel Imphal. He said that both the state and central governments are working together to reopen all highways for public movement.
PK Singh said, “At the current pace, people will soon be able to travel freely and safely on all major roads in the state.”
He further said that the rehabilitation process will take place in three phases, starting in July, followed by October, and concluding in December. Families willing to return to their native villages, particularly those whose homes were destroyed, will receive a financial assistance package of Rs. 1.3 lakh for initial support and Rs. 1.7 lakh for reconstruction.
“Initially, around 62,000 people were displaced due to the violence, but the number has now reduced to 57,000 as many have already started returning,” PK Singh stated.
To support those who are still unable to return after December, the government is building 1,000 more pre-fabricated houses.
On the security front, PK Singh said that the government has deployed adequate forces in vulnerable areas, especially in paddy fields. He noted that farmers from both communities are now peacefully cultivating their fields and even sharing water resources.
“There is a visible improvement in the situation. I appeal to CSOs from both sides to remain calm. One or two incidents may happen, as there are always some elements trying to disrupt peace,” he added.
When asked about Prime Minister Narendra Modi’s possible visit to Manipur, the Chief Secretary said there is no official confirmation yet. However, he revealed that many development projects, both within and outside Manipur, have been completed and are ready for inauguration.
He also shared that a UIDAI team from Guwahati will soon visit the state. Authorities will begin strict monitoring of Aadhaar enrollment, from issuing Bal Aadhaar cards for children to regular Aadhaar for those above 18 years of age.
