Manipur Speaker’s Tribunal Grants Three Weeks to Defector MLAs to Respond

The Manipur Legislative Assembly Speaker’s Tribunal continued disqualification proceedings against five MLAs originally elected on Janata Dal (United) tickets but who later defected to the Bharatiya Janata Party (BJP). These legislators include Khumukcham Joykisan from Thangmeiband Assembly Constituency (AC), Ngur-sanglur Sanate from Tipaimukh AC, Md Ashab Uddin from Jiribam AC, Thangjam Arunkumar from Wangkhei AC, and LM Khaute from Churachandpur AC.

In the latest session, counsel N Bupenda Meitei, representing petitioner Hareshwar Goshwami for cases 1 to 5, requested an urgent hearing. He pressed for a swift resolution, referencing a Supreme Court directive mandating that all disqualification petitions be resolved within three months of filing. Additionally, he urged that the Speaker’s Tribunal provide daily records of proceedings and requested an amendment to reflect the correct year of filing, as the petitions were submitted in 2022, not 2024.

Appearing on behalf of the petitioners in Disqualification Cases No. 6 and 7 of 2024, counsel Ajoy Pebam advocated for rapid progress. Senior advocate L Anand Singh and the junior associates of senior advocate RS Reisang, alongside other legal representatives, appeared for the MLAs facing disqualification, collectively seeking a time extension of three to four weeks for their responses.

After considering both sides, the Speaker’s Tribunal granted the respondents three weeks to reply and scheduled the next hearing for the end of that period.

This decision comes after Manipur High Court Chief Justice Siddharth Mridul and Justice Golmei Gaiphulshillu issued an order on July 1 directing the Speaker of the Manipur Legislative Assembly to expedite the disqualification cases.
