Manipur Recorded 77% of Northeast’s Violent Incidents: MHA Report

According to the report, Manipur witnessed 187 out of the 243 violent incidents that occurred in the Northeast.
The Union Ministry of Home Affairs (MHA), in its annual report for 2023-24, revealed that Manipur, plagued by prolonged ethnic strife since May 2023, accounted for 77% of the total violent incidents reported in the northeastern region last year.
According to the report, Manipur witnessed 187 out of the 243 violent incidents that occurred in the Northeast. This marked a sharp increase in violence compared to 2022, with a rise in civilian and security force casualties due to the ongoing ethnic clashes.
“The State accounted for about 77% of the total violent incidents in NER in 2023 (Manipur: 187, entire NE: 243)”, the report stated.
The MHA stated that counter-insurgency operations in Manipur during 2023 resulted in the killing of 33 insurgents, the arrest of 184, and the recovery of 49 weapons. Additionally, 80 insurgent cadres surrendered along with 31 arms.
While maintaining that the responsibility for addressing violent incidents lies primarily with the state government, the report emphasised that the central government has consistently extended its support as requested by the state.
The Centre initiated “immediate and sustained” measures to manage the deteriorating situation in Manipur. Union Home Minister Amit Shah visited the state from May 29 to June 1, 2023, holding over 15 meetings with government officials, security forces, political leaders, and civil society representatives. During this time, the Minister of State for Home Affairs, Nityanand Rai, stayed in Manipur from May 25 to June 17, 2023, to monitor the situation closely.
“During this period, Union Home Minister held more than 15 meetings with Government officers, officers of security forces, political leaders and more than 100 members of civil society organizations”, the report said.
Meanwhile, the MHA has instructed northeastern states sharing borders with Myanmar, including Nagaland, Mizoram, and Manipur, to map demographic data of border residents. This initiative is expected to aid in planned fencing and curb infiltration. The decision follows the Centre’s earlier move to scrap the Free Movement Regime (FMR) along the India-Myanmar border.
“The construction of fencing for a border length of 9.214 km at Moreh, Manipur awarded to BRO has been completed and work on road along the fence is in progress. The construction of 20.862 km fence and road was awarded to BRO in February, 2024 for which the work is in progress” the report said.
To ensure connectivity for people living near the border, the MHA also recently directed the Manipur government to permit residents within 10 km of the Indo-Myanmar border to cross with special passes issued by the Assam Rifles.
