Manipur Govt Releases Rs 186 Crore for IDP Relief and Housing Amid Ongoing Ethnic Crisis

The Manipur government has released Rs. 161 crore for internally displaced persons (IDPs) in relief camps and Rs. 25 crore for their permanent housing in March 2025, according to the Finance Department.
The Union Ministry of Home Affairs also provided Rs. 217 crore for relief and rehabilitation as thousands remain displaced due to the ongoing ethnic violence between the Meitei and Kuki communities since May 3, 2023. Over 60,000 people were forced to flee their homes, and many still reside in relief camps and pre-fabricated shelters.
According to the Finance department statement, despite financial challenges, the government prioritised IDP support while maintaining fiscal discipline. The financial year started with an overdraft of Rs. 123 crore and a Ways and Means Advance of Rs. 248 crore, which was reduced to Rs. 23 crore by the end of March 2025 the lowest since 2017-18. Treasury payments for the financial year totaled Rs. 19,075 crore, with Rs. 3,394 crore disbursed in March alone. Key allocations included Rs. 833 crore for salaries, Rs. 382 crore for pensions, Rs. 820 crore for Centrally Sponsored Schemes (CSS), and Rs. 126 crore under the Scheme for Special Assistance to States for Capital Investment (SASCI).
The Centre provided Rs. 1,926 crore in March alone, the highest monthly receipt ever, including Rs. 869 crore under SASCI. Additional central funding included Rs. 520 crore for school education, Rs. 305 crore for health, Rs. 458 crore for women and child development, and Rs. 169 crore for rural housing under PMAY-Grameen.
For the new financial year 2025-26, the state plans to clear pension backlogs within three months, and ensure timely salary and pension payments starting July 2025. A review of departmental liabilities is underway, with plans for a transparent clearance process.
