Manipur Enforces New Law to Regulate Naming of Places, Violators Face Jail and Heavy Fines

To implement the Act effectively, the government has formed a Place Names Committee for the State of Manipur.
The Government of Manipur has issued a strong directive to all departments, warning against any unauthorised naming or renaming of places in the state. The warning comes under the newly enacted Manipur Names of Places Act, 2024, which came into effect on March 15, 2024, as published in the Extraordinary Gazette.
An official letter issued by the Secretary (Land Resources), Government of Manipur on Wednesday, makes it clear that prior concurrence from the Land Resources Department is mandatory before any place name is assigned or altered.
“This Act aims to regulate, preserve and standardise the names of places across the state,” said the Secretary in the official statement. “No department or authority is allowed to rename or name a place without clearance from the Land Resources Department.”
To implement the Act effectively, the government has formed a Place Names Committee for the State of Manipur. The committee is empowered to submit recommendations to the state government regarding naming or renaming of places from time to time.
The government has also reminded all administrative departments, Deputy Commissioners, and relevant authorities to strictly adhere to the provisions of the Act.
Violation of the Act’s provisions will invite stringent punishment under Section 13, which includes imprisonment of not less than one year and up to three years, and a fine ranging from Rs. 50,000 to Rs. 2 lakh.
“This is a matter of legal accountability and cultural integrity,” the Secretary added. “Strict compliance is expected from all government functionaries. Non-compliance will not be tolerated.”
The move comes amid rising concerns over unregulated and politically sensitive name changes across various regions of the state.
