Manipur Congress Slams State’s IDP Return Plan as ‘Hollow’ and Misleading

The Congress has urged the state and central governments to ensure genuine, permanent solutions rather than short-term makeshift arrangements.
The Manipur Congress on Wednesday strongly criticised the state government’s ongoing rehabilitation efforts for Internally Displaced Persons (IDPs), calling them “hollow” and lacking proper direction. The party raised serious doubts over the clarity and sincerity of the plans being implemented.
This sharp criticism comes as the state government prepares to relocate IDPs, especially those from peripheral and violence-affected areas, back to their original places of residence in a phased manner. According to an announcement made last week by Manipur Chief Secretary Prashant Kumar Bhalla, the relocation will take place in three stages, starting in July and continuing till December.Notably, the return of IDPs was one of the key issues raised by several civil society organizations (CSOs) during their meeting with Union Home Ministry officials in Delhi on June 30.
During a visit to Phubala and Saiton villages in Bishnupur district, where prefabricated houses are being constructed to shelter the displaced, Manipur Pradesh Congress Committee (MPCC) president K. Meghachandra voiced strong skepticism over the state government’s actual commitment.“There is no clear roadmap from the government on how it plans to return the displaced people to their original homes,” said Meghachandra. “Is this really about rehabilitation, or just moving the displaced from one temporary camp to another?” he asked.
Meghachandra also stressed major procedural lapses, pointing out that the construction of prefabricated houses at the Saiton relief camp has been suspended due to irregularities in the tendering process. He confronted local officials on-site and demanded accountability for the halted work and mismanagement.The Congress leader further alleged that the state government is rushing the process without ensuring the safety, dignity, and long-term stability of the displaced individuals. “The government must present a clear, transparent, and inclusive rehabilitation policy instead of making half-hearted announcements,” he added.
As the displaced people continue to suffer the consequences of prolonged ethnic violence and unrest, the Congress has urged the state and central governments to ensure genuine, permanent solutions rather than short-term makeshift arrangements.
