Manipur CM N Biren Singhs looks to tighten ILP regime in state

CM N Biren admitted that even the government is not fully satisfied with the present mechanism of monitoring the entry and exit of non-locals.

The Manipur government is working out a comprehensive mechanism to give teeth to the Inner Line Permit System implemented in the state. This was informed by Chief Minister N Biren Singh during the ongoing assembly session.

Responding to a query by opposition MLA Okram Surjakumar during question hour, Chief Minister N Biren admitted that even the government is not fully satisfied with the present mechanism of monitoring the entry and exit of non-locals.

The Manipur Chief Minister further added that the government is planning to launch two apps within the next one or two months. It may be mentioned that one of the applications will be used for issuing inner line permits so that non-locals while entering the state, do not have to obtain them from the airport or other counters. Meanwhile, the other app will have to be compulsorily installed by those entering the state and will be used to track whether they continue to stay beyond the permitted period.

As informed by the Chief Minister, as many as 2,91,979 temporary permits; 7,255 labour permits; 39,501 regular permits, and seven special permits were issued during the period from January 2020 to June 2022. However, only 37,153 permits were renewed.

Meanwhile, the Joint Committee on Inner Line Permit System has demanded that the cut-off base year for identifying outsiders should be of January 1, 1951.
