HC Appointed Probe Committee Submits Report on Missing Kamalbabu Case

The four-member inquiry committee set up by Manipur High Court to probe the mysterious disappearance of Manipur man Laishram Kamalbabu Singh from an Army camp on November 25 have submitted its report to the High Court on Wednesday.
The sealed report includes statements, photographs, pen drives from Kamalbabu’s family, a co-worker’s testimony, and findings from the District Magistrate, Kangpokpi.
The report was also shared with the Standing Counsel representing respondent No. 4, enabling them to prepare their responses. The Court has instructed the inquiry committee to proceed with their investigation, closely monitoring efforts by the investigating officer Abhinav, IPS, SDPO-G&PM.
The committee led by Kangpokpi District Magistrate Mahesh Choudhary have now been asked by the High Court to submit a further status report during the next hearing scheduled for December 19.
It may be mentioned that, on December 3, the High Court constituted a four-member committee to investigate the case. The team includes Superintendent of Police (Kangpokpi) Manoj Prabhakar, Sub-Divisional Collector Ch. Hefa, Superintendent of Police (Imphal West) Ksh. Shivakanta, and the Commanding Officer of the 57 Mountain Division Signal Regiment.
The committee began its probe with a spot inquiry and verification at the Leimakhong Army Camp on December 6, where Kamalbabu was last seen. Starting around 2 PM, the inquiry involved an on-ground assessment of the camp premises. Following the inspection, the committee met with Kamalbabu’s family members to collect inputs and ensure their cooperation.
The investigation stems from a habeas corpus petition filed on November 27 by Kamalbabu’s brother, Laishram Brajabanshi Singh, urging the Court to locate his missing sibling. The division bench, comprising Chief Justice D. Krishnakumar and Justice Golmei Gaiphulsillu Kabui, highlighted the importance of the family’s cooperation, instructing them to provide any relevant materials to aid the investigation.
There is still no sign of Kamalbabu even after 17 days.
