Assam Cabinet Approves Rs 1,272 Cr for Namrup-IV Unit, Rural Roads, and Power Reforms

In a significant move to enhance infrastructure, agriculture, and power utilities in Assam, Chief Minister Himanta Biswa Sarma chaired a cabinet meeting on December 19, approving a series of impactful projects and reforms.

The Cabinet has greenlit an equity investment of Rs. 1,272 crore in the joint venture to establish the Namrup-IV unit of Brahmaputra Valley Fertilizer Corporation Ltd (BVFCL). BVFCL, a central public sector undertaking engaged in gas-based urea production in Namrup, Dibrugarh, will see its operations revitalized to meet modern agricultural demands. Assam’s 40% equity share in this project underscores the government’s commitment to strengthening fertilizer production in the region.

In line with Indian Government Accounting Standard (IGAS) – 4, the Cabinet approved the conversion of government loans and grants to three major state power utilities Assam Power Distribution Company Ltd. (APDCL), Assam Electricity Grid Corporation Ltd. (AEGCL), and Assam Power Generation Corporation Ltd. (APGCL) into equity. The specifics of conversion include Rs. 397.39 crore for APDCL, Rs. 19.89 crore for AEGCL, and Rs. 520.38 crore for APGCL.

The Cabinet approved the acquisition of Patta land for the construction of a state-of-the-art Judicial Township at Rangmahal, North Guwahati. This township will feature comprehensive judicial infrastructure, residential accommodations, essential amenities, and safety measures to support the judiciary’s functioning.

To enhance rural infrastructure, Rs. 81 crore was allocated for the construction of 14 rural road projects in six districts of Assam. This development aims to improve access to remote areas, boosting connectivity and local economies.

The Cabinet also approved modifications to the notified list of villages under the Sonowal Kachari Autonomous Council. The updated list will include the term “Sonowal part” in some of the notified villages.

Under Mission Basundhara 3.0, the Cabinet eased the process of applying for land allotment or settlement for educational, religious, and cultural institutions. While mandatory submission of documents like registration certificates or trust deeds is waived initially, proof of registration will be required before finalizing allotments.
