Assam Cabinet Approves Barak Valley Development Department, Prisoner Compensation, and Ethanol Incentives

The Assam Cabinet in its meeting held on Saturday evening took a slew of decisions including approving the creation of the Barak Valley Development Department, financial compensation for the next of kin (NOK) of deceased prisoners, and incentives for ethanol production.
Chief Minister Himanta Biswa Sarma shared the updates on his official X account. To bring administration closer to citizens and ensure equitable development in Barak Valley, the cabinet approved the establishment of the Barak Valley Development Department.
CM’s post on X read, “To bring administration to the doorstep of the citizens and strive for equitable development of Barak Valley, Cabinet has approved the creation of Barak Valley Development Department.”
The cabinet also approved a Production Linked Incentive (PLI) scheme to encourage ethanol production, aiming to boost farmers’ incomes and promote cleaner energy alternatives. Elaborating on the decision, the Chief Minister stated, “To boost farmers income and move to cleaner fuel alternatives, Cabinet has accorded approval to Production Linked Incentive of Rs 2/litre of ethanol for a period of 3 years to 3 grain based ethanol manufacturing units.”
Additionally, the cabinet introduced a policy to provide financial compensation to the legal heirs or NOK in cases of unnatural deaths in prisons. Highlighting this, the Chief Minister’s post said, “Cabinet has approved the policy of Compensation to the legal heirs or to the Next of Kin (NOK) of prisoners in cases of unnatural death.”
The policy specifies five types of unnatural deaths eligible for compensation Rs. 2 lakh for deaths caused by quarrels among prisoners, Rs. 3 lakh for torture or beating by prison staff, Rs. 4 lakh for negligence by prison staff, Rs. 4 lakh for negligence by medical officers or paramedics, and Rs. 3 lakh for suicides committed by prisoners.
