Assam Budget Session 2025 Concludes: House passed multiple amendment bills, focusing on education, governance, public services.
The Assam Assembly’s budget session concluded yesterday, marking a historic occasion with several significant milestones. Notably, this was the first-ever session wherein the opening day’s proceedings were held in Kokrajhar, outside the permanent Assembly building in Dispur, signifying a shift in legislative proceedings.
A key highlight of the session was the presentation of the annual budget by finance minister Ajanta Neog for the fifth consecutive year, a move seen as a constant boost to women’s empowerment in Assam.
Speaker Biswajit Daimary highlighted that the 15-day session resulted in the passing of five new laws and several amendments to existing legislation. The new laws include:
Appropriation Bill 2025-26
Edtech Skills University Bill, 2025
Maa Kamakhya University Bill, 2025
Srimanta Sankaradeva University of Health Sciences (Amendment) Bill, 2025
Swami Vivekanand University Bill, 2025
Additionally, the House passed multiple amendment bills, focusing on education, governance, public services, taxation, and local administration.
Key amendments included the Assam Goods and Services Tax (Amendment) Bill, the Assam Municipal Employees (Provincialisation) Bill, and amendments to various autonomous council acts.
With university reforms at the forefront, amendments were made to laws governing institutions such as Bongaigaon University, Nagaon University, and Swahid Kanaklata Barua State University, among others.
The session underscored the Assam government’s commitment to institutional expansion, regional autonomy, and educational development. The passage of these bills is expected to shape the state’s academic, economic, and administrative landscape in the coming years.
