AMUCO Prez Nando Says MHA Presented Six-Point Roadmap During Peace Talks, Valley-Based CSOs Agreed While Kuki Groups Sought More Time

The next round of talks is expected to be held towards the end of this month.

Representatives of the All Manipur United Clubs’ Organisation (AMUCO) and the Federation of Civil Society Organisations (FOCS) returned to Imphal today after attending a significant peace dialogue held in New Delhi, convened by the Ministry of Home Affairs (MHA).

The meeting brought together representatives from Meitei and Kuki civil society organisations (CSOs) as part of the Centre’s ongoing efforts to resolve the long-standing ethnic conflict in Manipur.

Speaking to the media during a press conference, AMUCO President Nando Luwang said the peace talk, held on Saturday, was the first of its kind to include representatives from all concerned parties across both communities. The meeting took place from 11 AM to 4 PM and was chaired by AK Mishra, Adviser-Northeast, MHA.

He said the concerns of the people were presented to the MHA team in the meeting. During Saturday’s discussion, the MHA laid out a six-point resolution as the beginning of a roadmap towards restoring peace and normalcy in the state.

Nando stated that valley-based CSOs accepted the six-point resolution within 20 minutes of its presentation, reflecting their strong commitment to peace. However, Kuki CSOs did not sign the resolution immediately, stating that they needed to consult their respective communities first. They requested another round of talks to further deliberate on the points.

According to Nando, the six points included an appeal to all communities to refrain from violence, appreciation for the steps taken by the Governor to collect arms and ensure public safety, and a call to remove blockades and restore free movement along national and state highways. The resolution also welcomed any government initiative to facilitate the return of internally displaced persons (IDPs) with proper logistical and security arrangements, urged the government to prioritise development activities in conflict-affected areas, and agreed that all long-term and contentious issues would be resolved through dialogue and consultation with the communities and the Government of India.

A nine-member delegation representing the Kuki-Zo Council, Kuki Inpi Manipur, Zomi Council, United Zou Organisation, and the Hmar Inpi took part in the meeting. Sources familiar with the proceedings informed Northeast Live that although the talks concluded without a signed agreement, there was a general consensus to continue the dialogue process. The next round of talks is expected to be held towards the end of this month.

The entire range of issues affecting Manipur was discussed during the meeting, including the immediate cessation of violence from both sides, restoration of peace, the return of IDPs to their homes, and ensuring free movement of people within the state.

Nando also stated that certain preconditions earlier set by the Kuki-Zo CSOs appeared to be aimed at provoking anger among the valley-based groups and discouraging their participation. However, he noted that during the actual meeting, no provocative or divisive matters were raised, and the discussion remained focused on finding solutions.

“The six-point resolution introduced by the MHA is not the final solution but only the beginning of a broader roadmap to achieve permanent peace in Manipur, a step taken in response to the voice and sentiments of the public,” Nando added.
