Massive Protests in Tripura Opposing Waqf Amendment Act and Demanding its Immediate Revocation

Hundreds of Muslims staged a protest in North Tripura’s Dharmanagar, on Thursday opposing the Waqf Amendment Act and demanding its immediate revocation.

The Waqf Amendment Act, 2025 officially came into effect on April 8 following its passage in both Houses of Parliament on April 5.

Organised under the banner of ‘Dharmanagar Uttaranchilio Kendrio O Ancholik Joutho Porogona Committee’, the demonstration took place at Premtala Bazaar, near the Assam-Tripura border.

Protesters, many wearing black ribbons as a mark of dissent, denounced the Act as a “Black Law,” claiming it violates constitutional guarantees provided to minority communities.

Raising slogans against the central government’s move, the protesters asserted that the amendment undermines the rights of Muslims and sought its rollback.

Several organisations, including All India Jamiat Ulema-e-Hind, supported the protest.

A demonstrator claimed that even members of the Hindu community joined the protest to uphold secularism and safeguard the Constitution.

“This is not just about one community. Hindus and Muslims are standing together to protect the secular fabric of our country,” said the protester.

In the meantime, several other Muslim organisations have also announced to demonstrate protests against the Waqf Amendment Act and urged secular democratic people from other religions to join the protest.

What is Waqf?

The concept of Waqf is deeply rooted in Islamic law and tradition. It refers to a permanent endowment made by a Muslim for religious or charitable purposes such as the construction and maintenance of mosques, schools, hospitals, or other public welfare institutions.

A defining feature of a waqf is its inalienability. Once a property is designated as waqf by the waqif (the person who creates the endowment), it can no longer be sold, gifted, inherited, or mortgaged.
The ownership of the property is considered to have been transferred to God, and according to Islamic belief, since God is eternal, the waqf property too becomes everlasting.

The Waqf (Amendment) Bill aims to address several long-standing challenges, including:

Lack of transparency in Waqf property management
Incomplete surveys and mutation of Waqf land records
Insufficient provisions for women’s inheritance rights
Large number of prolonged litigations including encroachment. In 2013, there were 10,381 pending cases which have now increased to 21,618 cases.
Irrational power of the Waqf Boards in declaring any property as waqf land based on their own inquiry.
Large number of disputes related to government land declared as aqf.
Lack of proper accounting and auditing of Waqf properties.
Administrative inefficiencies in waqf management. ‘
Improper treatment to Trust properties.
Inadequate representation of stakeholders in Central Waqf Council and State Waqf Boards.
