Manipur HC Committee Conducts Spot Inquiry at Leimakhong Army Camp in Missing Man Case

The investigation findings will be presented to the High Court at the next hearing on December 11.

The Manipur High Court’s constituted committee conducted a spot inquiry and verification at Leimakhong Army Camp today, investigating the disappearance of Laishram Kamal Babu, who went missing since November 25 from the camp. The inquiry began around 2 PM and included an on-ground assessment at the camp premises.

The four-member committee, led by District Magistrate Mahesh Choudhory ,Kangpokpi includes Manoj Prabhakar, Superintendent of Police (Kangpokpi district), Ch. Hefa, Sub-Divisional Collector (Kangpokpi), Ksh. Shivakanta, Superintendent of Police (Imphal West) and the Commanding Officer of the 57 Mountain Division Signal Regiment.

After completing the spot verification, the committee held a meeting with Kamalbabu’s family members to gather their input and ensure their cooperation in the investigation.

The High Court constituted this committee on December 3 following a habeas corpus petition filed by the missing man’s brother, Laishram Brajabanshi Singh, on November 27. The division bench, comprising Chief Justice D. Krishnakumar and Justice Golmei Gaiphulsillu Kabui, directed the committee to investigate whether Kamal Babu was abducted from within the army camp or left voluntarily.

In its order, the High Court highlight the importance of the family’s cooperation, instructing them to provide any relevant materials or records to assist in the investigation. Additionally, the court directed the District Magistrate, as the head of the committee, to notify the petitioner or the family to appear before the committee.

The investigation findings will be presented to the High Court at the next hearing on December 11.
