Anyone entering state after 1961 to be deported: Manipur CM

Manipur Chief Minister N. Biren Singh has declared that anyone entering the state after 1961 will be identified and deported. He said the move was to secure the future of the indigenous people of the state.
The state had earlier decided to pick 1961 as the base year for identifying ‘native status’ of the people for implementation of the Inner Line Permit (ILP).

Speaking at the launch of a skill development programme in Imphal yesterday Chief Minister Biren Singh said, “Border will be fenced, FMR will be scrapped. As per ILP base year 1961, those who have entered the state after the base year, irrespective of caste and community will be identified and deported. Then your lives will be safe.”

The ILP was enforced during British rule in Manipur under the ‘Bengal Eastern Frontier Regulation, 1873,’ however it was withdrawn in 1950. Recently in December 2019, the provision was reintroduced by the Central government following widespread protests demanding the same.

The ILP is an official travel document issued by the state government to allow inward travel of an Indian citizen to Manipur for a specific time period.
