Arunachal Cabinet Clears Prevention of Unfair Means in Recruitment Bill, Law Talks of Fine Upto Rs 1 Cr

The Arunachal Pradesh Cabinet that met on Monday, approved a slew of proposals including the Arunachal Pradesh Examination (Measures for Prevention of Unfair Means in Recruitment) Bill 2024 that talks of stringent penalties including a jail term and fine of upto Rs one crore in case anyone is found indulging in malpractices like leaking question papers.
The Bill will now be tabled in the second session of the Arunachal Assembly session starting on July 19 for discussion and passage. Once enacted, the law will ensure a fair selection process for all government posts in Arunachal Pradesh and detect malpractices.
This Cabinet decision taken under the chairmanship of Chief Minister Pema Khandu is significant as it comes in the backdrop of the mega APPSC question paper leak fiasco that had hit thousands of government job aspirants in the state and put their future at stake.
The Cabinet also approved the encadrement of 13 categories of posts of the Arunachal Pradesh Staff Selection Board (APSSB) into the common cadre of Arunachal Pradesh Civil Service and Arunachal Pradesh Secretariat Service Common Cadre.
This move aims to bring systematic human resource management to the APSSB and ensure a fair recruitment process. Previously, all categories of posts of the Arunachal Pradesh Public Service Commission had been merged into the common cadre of the Arunachal Pradesh Civil Secretariat Service, with postings accordingly. This decision allows officers from APCS and APSS to be transferred to APSSB on a three-year tenure basis.
Additionally, the Chief Minister and Cabinet Ministers were briefed by the Director General of Police (DGP), IG L&O, Secretary Home, and the Superintendent of Police (SP) Capital on the implementation strategy of three new criminal laws. The officers highlighted reforms to enhance public safety and streamline legal procedures, including a phased implementation plan, training programs for law enforcement, public awareness campaigns, and monitoring mechanisms.
The Cabinet underscored the importance of a coordinated approach for the successful adoption of these reforms.
