Arunachal: AAPSU Submits Six-Point Memorandum to CM Khandu, Calls for Digitization of ILP System

The All Arunachal Pradesh Students’ Union (AAPSU) has submitted a six-point memorandum to Chief Minister Pema Khandu, calling for an immediate restructuring of the Inner Line Permit (ILP) system in the state. The student body stressed that the current multi-departmental management has led to inefficiency and a lack of accountability in enforcing the ILP system.
Byabang Hapo Dui, AAPSU’s issue chairman and finance secretary, highlighted the inadequacies of the existing ILP system, pointing out that the absence of mechanisms to track the exit of ILP holders has resulted in a rise in illegal immigration in the state.
Speaking to Northeast Live, Dui said, “Crime rates in the state are increasing due to illegal immigrants and insufficient ILP checks.”, emphasizing the urgent need for stricter enforcement.
In its six-point memorandum, AAPSU has recommended the establishment of a dedicated department to monitor and enforce the ILP system more effectively.
They also called for the digitization of the ILP system and proposed a series of measures, including the installation of 12 new check gates at strategic locations across the state. Additionally, the union has called for the closure of weekly markets, which they believe are key points for the entry of illegal immigrants.

This push for reform comes after AAPSU previously urged the state government to temporarily suspend the issuance of ILPs to tourists amid unrest in Bangladesh, warning that the state was vulnerable to an influx of people from outside the region.
Further, reacting to the recent incident where Arunachal police arrested five individuals for allegedly raping a 13-year-old girl in Daporijo, AAPSU demanded strict punishment for the culprits.
