Ex-APPSC Chairman Nipo Nabam says allegations against him are misleading and false

The ex-chairman has issued a statement clarifying his stand and said that he has been and will continue to cooperate with the investigation

Nipo Nabam, former chairman of the Arunachal Pradesh Public Service Commission (APPSC) who is accused of being involved in the APPSCCE (Mains) 2014 question paper leak case has refuted all allegations leveled against him and termed them to be misleading and false.
Clarifying his stand and speaking in his own defence, Nabam issued a statement where he said that the APPSCC (Mains) examination 2013-14 was held from 13′ September to 20′ September 2014 prior to his joining in APPSC as a member on October 16, 2014. He became the chairman of APPSC on August 9, 2018.
“As regards to the handling of keys of the Strong Room, a clear-cut instruction for conduct of examinations are being mentioned in the Manual for Arunachal Pradesh Public Service Commission and the Standard Operating Procedure (SOP). As per the SOP, the strong room should be locked by two separate locks. Keys of one lock are in the custody of the Controller of Examination (CoE) and other key with the official designated its Officer in charge ‘Strong room’ (Usually, the Deputy Controller of Examination). Records of each official possessing the keys & entering/exiting into the strong room arc maintained in a Log Book by the Controller of Examination. The officer in charge of the strong room also maintains a register that records entry & exit of all materials from the strong room. Further, the strong room is under 24×7 CCTV surveillance. So, the question of keeping any of the keys of the strong room by the Chairman is misleading and not true,” Nipo Nabam said in the statement.
Speaking about his resignation, he said, “As for my resignation, I have taken full responsibility for the acts of omission and commission by any APPSC officials during my tenure as the institution’s head, and I have submitted my resignation owning moral responsibility, paving the way for a free, fair, and timely investigation.”
He further added that as regards to the ongoing investigation in the current APPSC fiasco, he has been cooperating with various investigating agencies (CBI & SIC) whenever he has been called for. He also reiterated that he will continue to extend his full cooperation in the investigation and that he is neither evading nor escaping any probe by any authority.
The SIC who is investigating the several FIRs involved with the paper leak case, has arrested 27 people so far (till Dec 5). CBI is investigating the APPSC assistant engineer exam paper leak case of 2014.
