Manipur Govt Warns Officials Against Using or Sharing Secret Files; Violators Face Prosecution

The Manipur government has reiterated the strict need to uphold the confidentiality of official documents, notings, and files. This follows recent instances where government servants, former officials, and even non-official individuals were found quoting or retaining classified materials marked as ‘Secret’ or ‘Confidential’ in their appeals and representations.

The Secretariat, General Administration Department, Government of Manipur, issued an official memorandum cautioning that referencing, excerpting, or keeping such documents, either in part or in full, is not only improper but also a clear violation of Rules 8 to 11 of the Central Civil Services (Conduct) Rules, 1964, and Section 5 of the Official Secrets Act, 1923.

The memorandum made it clear that any person who breaks these rules is liable for prosecution under the law. It also stated that government employees who violate these provisions may face disciplinary action, including penalties under the applicable conduct and service rules, depending on the specific facts and circumstances of each case.

The government strongly urged all employees under the State Government, including those working in Public Sector Undertakings (PSUs), autonomous bodies, boards, societies, agencies, commissions, companies, universities, and aided bodies, to avoid unauthorised access to, use of, or retention of any classified government documents in any form.
