17 ILP Defaulters Detected in Arunachal’s Tawang

At least 17 Inner Line Permit (ILP) defaulters were detected in Tawang, Arunachal Pradesh on Tuesday. The defaulters were detected during a routine ILP verification drive carried out by the Tawang Police Station team.A Non-FIR was registered under Section 3 of the Bengal Eastern Frontier Regulation (BEFR) Act, Part-IV, dated 01/07/2025, and the matter has been forwarded to the Executive Magistrate, Tawang for necessary action.

Authorities have issued a general appeal to all local guardians of Non-Arunachal Pradesh Scheduled Tribe individuals to ensure that ILPs are timely applied for, procured, and regularly updated through the Tawang Deputy Commissioner’s Office.

The police have reiterated their commitment to continued checks and strict enforcement of ILP norms in the district.

Significantly, ILP is an official document required for non-residents, including Indian citizens from other states, to enter and stay in certain protected areas of India, primarily in the Northeastern region. It’s a system designed to regulate entry and protect the interests of indigenous populations and their cultures. The states which require ILP are Arunachal Pradesh, Manipur, Mizoram and Nagaland. There are ongoing demands for the introduction of an ILP in Meghalaya to regulate the entry of outsiders into the state.

There are also strong demands in Tamil Nadu for the introduction of ILP to regulate the unauthorized entry of outsiders into the state to reduce the crime rates

An ILP was previously required for certain parts of the Leh District in Ladakh. This requirement was abolished by a circular issued by the district magistrate which took effect from 1 May 2014, although foreign nationals are required to get Protected Area Permit for this region. The ILP was implemented again in 2017 only to be removed again in 2021.
