Manipur To Have India’s Toughest Aadhaar Verification Process

After reports emerged of Myanmar nationals holding Manipur-issued Aadhaar cards, the Manipur government has reaffirmed its commitment to enforce India’s most stringent Aadhaar verification process.

The renewed assurance comes amid growing concerns over the misuse of Aadhaar by illegal immigrants and cross-border criminals operating in the Northeast.

At a high-level review meeting held on Tuesday at Raj Bhawan, Imphal, Governor of Manipur Ajay Kumar Bhalla chaired discussions with senior officials from the Home Department, UIDAI, Social Welfare, and Education Departments, focusing on Aadhaar enrolment, updation, and security mechanisms in the state.

A UIDAI official present at the meeting said, “Manipur’s adult Aadhaar process is perhaps the most stringent in the country.”

In a release issued by the Home department said, every adult Aadhaar application in Manipur is mandatorily scrutinised and approved only at the state headquarters level by the Special Secretary (Home). The process is designed to block illegal foreigners from acquiring Aadhaar and using it to legitimise their stay or operations in India.

The state has also enforced two free mandatory biometric updates, MBU-1 (between ages 5–7) and MBU-2 (after age 15), to ensure accuracy and authenticity of data throughout an individual’s life.

The release said, “These checks and updates not only protect against misuse of Aadhaar but also ensure seamless access to essential government and financial services.”

It may be noted that, on June 24, a Myanmar national was arrested in Hiangmun village, Saitual district, Mizoram, in a joint operation by Assam Rifles and Mizoram Police. The person was found in possession of 121 grams of Heroin No. 4 worth Rs. 90.75 lakh, and notably, was carrying a Manipur-issued Aadhaar card.
