Meghalaya CM Conrad Sangma Faces ILP Heat Again. CoMSO & HYC Warns of Strict Action if ILP is Delayed

Meghalaya pressure groups Confederation of Meghalaya Social Organisations (CoMSO) and the Hynniewtrep Youth Council (HYC) has warned of stringent action if the state government continues to delay the implementation of Inner Line Permit (ILP).

Amid growing concerns over unchecked infiltration in Meghalaya, the CoMSO has strongly reiterated that the Meghalaya Residents Safety and Security Act (MRSSA), 2016, is ineffective in addressing the influx of outsiders and cannot substitute the demand for an Inner Line Permit (ILP). CoMSO Chairman and HYC President Roy Kupar Synrem criticized MRSSA as inadequate, arguing that the Act merely oversees tenancy and rental activities, and fails to regulate interstate or cross-border movement. He pointed out that a thorough reading of the Act reveals no specific provision for addressing influx or regulating the movement of people.

Synrem also highlighted that MRSSA 2016 applies even to local Khasi residents migrating within Meghalaya and does not serve the core purpose of controlling external entry into the state. Synrem, reaffirmed CoMSO’s demand for ILP, which he said would empower the people of Meghalaya to regulate the entry of outsiders. Instead of relying on the current Act, he urged the state government to advocate for the MRSSA Amendment Act of 2020, which includes ILP-like provisions.

Raising concerns over alleged illegal immigrants, Synrem questioned the state government’s repeated denial of illegal immigrants. Synrem said that, while Assam is actively cracking down on Bangladeshi nationals, Meghalaya has become a safer haven for such migrants due to the absence of robust regulatory laws.

CoMSO is preparing to submit a set of concrete suggestions and demands to the government aimed at strengthening entry checkpoints. Synrem acknowledged that tackling illegal immigration is a long-term challenge and said the organisation is mobilizing public support and planning awareness campaigns across the state to push for the immediate implementation of ILP.
