No Insurgent Regrouping in Bangladesh, Says BSF as HNLC Cadres Flee Camp

Speculation about possible regrouping of Meghalaya-based insurgent groups in Bangladesh has emerged after two cadres of the Hynniewtrep National Liberation Council (HNLC) recently surrendered. The two individuals reportedly fled from the outfit’s camp in Bangladesh, raising questions about renewed militant activity across the border.

Speaking exclusively to Northeast Live, Inspector General of BSF Meghalaya Frontier, O.P. Upadhyay, firmly denied any such development. He stated that there are no intelligence inputs confirming the presence or regrouping of any insurgent group from Meghalaya in Bangladesh.

He also mentioned that based on data and records from the past two to three years, there has been no incident indicating that Rohingyas have exploited the Meghalaya border. Upadhyay further clarified that no information or alerts have been received suggesting any link between insurgent activities in the region and Rohingya infiltration.

Responding to reports of alleged ISI-backed attempts to radicalise sections of the population through controversial organisations like Jihadi Jamate Islami in Bangladesh, IG Upadhyay stated that these remain speculative. While some unverified media reports have surfaced, no credible intelligence has been received by the BSF or its sister agencies.

Jihadi Jamate Islami, described by Indian agencies as a “so-called students’ organisation,” is reportedly receiving support from Pakistan’s ISI. However, Upadhyay stressed that the BSF’s operations rely on solid intelligence, and any suspicious activities are being monitored closely in coordination with other security forces.

He also addressed concerns about infiltration or radicalisation through prisons and educational institutions. Upadhyay clarified that the BSF has not found any such evidence and that such areas are monitored by specialised agencies.

Despite the porous and forested Indo-Bangladesh border in Meghalaya, particularly through the Garo Hills region, the BSF maintains that it has not received any credible alerts about cross-border insurgent movement or threats.

Meanwhile, political developments in Bangladesh have triggered fresh concerns for Indian security agencies. With the country’s 13th general elections scheduled for February 2026, several fundamentalist organisations are reportedly mobilising public support and planning to contest the elections.

It may be mentioned that, Hefazat-e-Islam Bangladesh, a major Islamic group, held a massive rally in Dhaka on May 3, 2025, demanding greater political representation. A Dhaka Tribune report dated June 25 stated that five Islamic parties, Islami Andolan Bangladesh (IAB), Khilafat Majlish (KM), Bangladesh Khilafat Majlish (BKM), Jamiat Ulama-e-Islam (JUeI), and Nezam-e-Islam (NI) — have formed a liaison committee to coordinate a joint electoral strategy.

JUeI secretary general Maulana Manjurul Islam Afendi confirmed that discussions are ongoing to field one common candidate and use a shared ballot box for the upcoming elections. However, he admitted that internal differences persist over the structure of the alliance and the approach to the electoral process.
