Mizoram to Begin Biometric Data Collection of Myanmar Refugees From July Amid Rising Security Concerns

The move aims to strengthen monitoring and ensure accurate identification of displaced persons entering Mizoram.
Amid the increasing influx of Myanmarese nationals into Mizoram, Chief Minister Lalduhoma has announced that biometric and demographic data collection of all displaced persons from Myanmar and Bangladesh will begin in July 2025.
The state will repurpose existing police fingerprint scanners and webcams for the task, with the Home Department reviewing logistical requirements to provide necessary resources and funding.
The Chief Minister also proposed that ID cards be collected and retained from foreign nationals during their stay in India, raising concerns over illegal border crossings and potential security risks. The move aims to strengthen monitoring and ensure accurate identification of displaced persons entering Mizoram.
The enrolment drive follows a directive issued by the Ministry of Home Affairs in May 2025, which included key upgrades to the national Foreigner Identification Portal, designed to streamline the documentation process across the country.
To implement the drive, the state government has instructed all District Collectors to establish District-Level Committees on Displaced Persons. These will include local officials, police, and village council representatives. A designated District Nodal Officer will oversee the enrolment process in each district.
Master Trainers, trained in Aizawl and equipped with the new portal, are now training local teams for the fieldwork.
The decision was made following a meeting between CM Lalduhoma and Surinder Bhagat, IFS, Joint Secretary in the Ministry of External Affairs and Protector General of Emigrants, where they reviewed the continued influx of refugees from Myanmar.
While acknowledging the security challenges, the Chief Minister reaffirmed Mizoram’s humanitarian stance, stating that the initiative ensures proper documentation and structured support for those fleeing conflict.
