Another Round of Talks Between MHA and Manipur CSOs Scheduled for June 30 in New Delhi

As part of the Ministry of Home Affairs’ ongoing efforts to restore peace and normalcy in Manipur, another round of dialogue with civil society organisations (CSOs) from the state is scheduled for June 30 in New Delhi.

Speaking to Northeast Live over the phone, All Manipur United Clubs’ Organisation (AMUCO) president, Nando Luwang confirmed that his organisation will take part in the meeting. He said a seven-member delegation will leave Imphal on June 29 for the talks.

Nando Luwang said AMUCO will highlight the recent attacks on valley farmers while they were working in their paddy fields, despite the presence of deployed security forces. He pointed out that one farmer sustained bullet injuries during the attack. “We will question the Ministry about the failure in providing full-proof security, even after assurances,” Nando Luwang said. He further added that public dissatisfaction with the government’s response to such incidents remains high.

Northeast Live contacted the IPR secretaries of the Coordinating Committee on Manipur Integrity (COCOMI) and the Federation of Civil Society Organisations (FOCS). They did not confirm the number of delegates who would attend the meeting. A COCOMI IPR secretary said, “We have not finalised anything yet.”

The first round of talks between the MHA and CSOs from both the Meitei and Kuki communities took place on April 5. In that round, AMUCO and FOCS represented the Meitei side, while a eight-member delegation representing the Kuki-Zo community participated. The Kuki-Zo delegation included representatives from the Kuki-Zo Council, Kuki Inpi Manipur, Zomi Council, United Zou Organisation, and Hmar Inpi.

Subsequently, the MHA held a separate meeting with Meitei CSOs on May 27, which AMUCO did not attend. That meeting saw participation from COCOMI and FOCS.

The May 27 meeting between COCOMI and senior MHA officials remained inconclusive. The MHA was represented by A.K. Mishra, Advisor to the Ministry on Northeast Affairs, and Rajesh Kamble, Joint Director at MHA. A seven-member delegation from COCOMI, led by its Convenor Khuraijam Athouba, attended the meeting.
