Meghalaya: Govt Is Pushing Centre for Immediate Implementation of ILP, says UDP President Metbah Lyngdoh

Meghaaya UDP chief suggested that the MRSSA could act as an interim safeguard to manage the issue of unchecked influx.
United Democratic Party (UDP) President and State Planning Board Chairman, Metbah Lyngdoh, has reaffirmed the Meghalaya Government’s commitment to securing the implementation of the Inner Line Permit (ILP) system in the state. Speaking to reporters, Lyngdoh highlighted that the state is consistently pursuing the matter with the Centre, even as certain aspects remain entangled in legal complexities related to central laws.
Lyngdoh, who also served as the Speaker of the Meghalaya Legislative Assembly, recalled that the state’s 60-member Assembly had unanimously passed a resolution in favour of ILP. The resolution was subsequently forwarded to the Government of India, where it still awaits approval. “The Chief Minister and his cabinet colleagues have been relentlessly following up on the matter,” Lyngdoh noted.
Amid the delay in ILP implementation, the UDP chief suggested that the Meghalaya Residents, Safety and Security Act (MRSSA) could act as an interim safeguard to manage the issue of unchecked influx. “Now with regards to MRSSA, I don’t see anything wrong with it. It can be implemented to ensure proper regulation and processes in place,” he asserted.
He also acknowledged that legal concerns may be causing the delay. “Whatever is holding up the ILP implementation may stem from legal constraints, and I believe the Centre is examining those issues,” he said.
His remarks came on the heels of the Meghalaya Cabinet’s decision to revisit and fortify the MRSSA, following the brutal murder of Indore-based tourist Raja Raghuvanshi in Sohra by his wife Sonam Raghuvanshi along with four others accused.
In a move to enhance public safety, the government has now mandated all homestays, resorts, and families hosting tourists to register their guests. Further, for paying guests, hosts are required to use the official Tourism app to share guest details with authorities. Non-compliance will lead to legal accountability on the part of the accommodation provider.
