Fake ILP Racket Busted: Govt Employee Arrested for Forging Over 1300 Permits in Arunachal

In a major breakthrough, the West Kameng District Police on Thursday cracked a large-scale fake Inner Line Permit (ILP) racket, and arrested a government employee from Assam for forging over 1300 ILPs in the past few months.
The crackdown began on June 4 when security personnel intensified ILP checking at the Bhalukpong gate. During the operation, officials detected several ILPs bearing fake seals and signatures allegedly issued by the Tawang Circle Officer. Upon confirmation from the Tawang Circle Officer that the signature and seal were indeed fake, the police cross-verified records and registered a case at Bhalukpong Police Station under different sections of the Bharatiya Nyaya Suraksha Sanhita (BNSS) for cheating and forgery.
The case was assigned to Sub-Inspector Gagam Aje for investigation. Acting swiftly, the Bhalukpong PS team, comprising SI Gagam Aje, ASI T. Tsering, Constables T. Sallang, T. Natung, and driver G. Naloiju, carried out a raid in Tezpur City under the leadership of Inspector Thumgon Tali, Officer-in-Charge of Bhalukpong Police Station. The operation was conducted under the guidance of Sudhanshu Dhama, SP Bomdila, and Dy SP Headquarters K. Lingo.
The team successfully arrested Ashish Ghosh, 30, son of Chandan Ghosh, a resident of the Gorawanpatty area in Tezpur, Sonitpur district of Assam. Ghosh, who works as an Information Assistant in the District Disaster Management Authority (DDMA), Sonitpur, was taken into custody on June 5 and is currently in police remand.
Police recovered a significant amount of evidence from his possession, including a laptop, four hard disks, 10 pen drives, a mobile phone, nine ATM cards, four cheque books, several passbooks, and Rs. 13,000 in cash. These items were reportedly used in the production and distribution of fake ILPs.
Investigators also revealed that Ashish Ghosh is a skilled computer operator, having completed a Diploma in Computer Application (DCA) and a Post Graduate Diploma in Computer Application (PGDCA). He allegedly used his expertise to forge both online and offline ILPs by imitating the seals and signatures of the Extra Assistant Commissioner of Bhalukpong and the Circle Officer of Tawang.
According to preliminary findings, Ghosh had been carrying out this illegal activity for several years, but in just the last two to three months, he had produced and issued around 1300 fake ILPs.
The case is currently under investigation, and police are working to identify more individuals who may be linked to the racket.
