Meghalaya BJP VP Bernard Marak Accuses NPP-led GHADC of Appointing ‘Fake CA’ to Evade Taxes

He has urged the CEM and other ruling members of GHADC to immediately revoke any agreements made with Jain.
Meghalaya BJP Vice President and Tura MDC, Bernard N Marak has levelled serious allegations against the NPP-run Garo Hills Autonomous District Council (GHADC).
Marak has accused GHADC of appointing a fake chartered accountant (CA) so that the CA would help them evade taxes in lieu of a significant payment.
Marak has alleged that Sumit Kumar Jain, a resident of his constituency-Tura, who has been appointed as CA by GHADC, is not a certified CA and is not qualified to handle financial matters within the GHADC.
Marak further alleged that Jain introduced himself as a CA and assured GHADC officials, particularly those from the ruling side, that he could facilitate the evasion of tax penalties in exchange for a significant payment.
The sum in question is reported to be Rs 8 crore, which Marak contends is set to be paid to Jain for services that would lead to unlawful financial actions, specifically related to tax evasion.
“The issue I raised regarding the appointment of a fake chartered accountant and the proposed payment of Rs 8 crore is very serious. The District Council is already grappling with a severe financial crunch and is unable to pay its employees. It is incomprehensible that such a huge sum is being considered for a person who is not even qualified to hold such a position.”
Marak said, “Jain had never applied for the mandatory Trading by Non-Tribals (TNT) license, a document required for any non-tribal to engage in business in the area. Despite this, Jain introduced himself as a professional CA and allegedly convinced GHADC officials that he could help them avoid tax penalties. Tax penalties cannot be waived by any individual, and the assurance made by Jain amounts to tax evasion. So, I have raised this issue and objected to his handling of the case. GHADC must ensure that taxes owed to the government are paid and no third person can get involved in this.”
Bernard Marak has urged the Chief Executive Member (CEM) and other ruling members of GHADC to immediately revoke any agreements, appointments, or contracts made with Jain.
He stressed that the involvement of an unqualified individual in such crucial financial matters could lead to long-term damage to the council’s credibility and legal standing.
“I want the CEM and members of the District Council who are in the ruling to take this matter seriously and to revoke all kind of appointment or agreement or any kind of engagement which has taken place with this person. Because this person is not a chartered accountant and he is not the right person to handle any kind of a financial matters which would lead to serious cases in the future,” he added.
