Nagaland CM Neiphiu Rio Proposes Resolution by Assembly Against Centre’s Move on FMR and PAR

The Chief Minister revealed that the state government had formally written to the MHA regarding the issue but had not received any response.

Nagaland Chief Minister Neiphiu Rio has proposed adopting a resolution by the Assembly opposing the Centre’s decision to reduce the Free Movement Regime (FMR) area along the India-Myanmar border and reimpose the Protected Area Regime (PAR) in the state.

Responding to supplementary queries from legislator A Nyamnyei Konyak during an assembly discussion on Thursday, Rio said he had already raised concerns regarding FMR and PAR at the recent Northeastern Council meeting. The matter was also discussed in a state cabinet meeting on January 6, where it was decided to appeal to the Ministry of Home Affairs (MHA) to review both decisions.

The Chief Minister revealed that the state government had formally written to the MHA regarding the issue but had not received any response to date. Given the significance of FMR and PAR for the entire state, Rio proposed making an official statement and passing a resolution in the assembly. “This will ensure that the collective voice of all 60 members, who represent the people of Nagaland, reaches the Ministry of Home Affairs,” he stated.

Deputy Chief Minister Y Patton, in a written reply to MLA Nyamnyei Konyak, provided details on the status of FMR. He stated that the Centre had issued a notification on December 24 last year, regulating cross-border movement between India and Myanmar.

As per the new rules, residents of ‘border areas’—within 10 km on each side of the India-Myanmar border—are allowed to move freely through 43 designated crossing points. However, movement is now subject to stricter regulations, with border passes issued by Assam Rifles. A border pass permits a single entry and a maximum stay of seven days.

Patton also mentioned that the MHA had requested the Nagaland government to check Myanmar nationals for valid border passes and take action against any overstay or unauthorised activity.

When asked whether any work order had been issued for the construction of border fencing within the state, Patton clarified that no such order had been issued by the state government.

He further stated that the state cabinet had thoroughly discussed the FMR issue in its January 6 meeting. The cabinet had then entrusted the chief secretary with the responsibility of urging the MHA to continue the existing FMR system. Subsequently, the chief secretary sent a formal letter conveying this request to the MHA.

With the Chief Minister’s proposal for an assembly resolution, the Nagaland government is making a strong appeal for a reconsideration of the Centre’s decision. The coming days will determine how the central government responds to the state’s concerns.
