Have Unpaid Electricity Dues? Know All About OTS Scheme That Meghalaya CM Launched Today

At least 45,000 customers of Meghalaya Energy Corporation Limited (MeECL) are expected to heave a sigh of relief.
Meghalaya Chief Minister Conrad K. Sangma today launched the One-Time Settlement (OTS) Scheme, 2025, that would provide financial relief to consumers who have surcharges and penalties to be paid to MeECL.
Under the OTS Scheme, consumers are required to pay 40 percent of the principal amount upfront, while the remaining 60 percent can be cleared in five equal, interest-free installments. The scheme is applicable to Domestic Low Tension (DLT) and Kutir Jyoti/BPL consumers with a declared load of 5 kW and below. It is specifically designed for those who have been disconnected due to non-payment, facilitating the recovery of long-pending electricity dues, which collectively amount to Rs 119 crore. The scheme will be in effect from March 1 to March 31, 2025.
As part of ongoing efforts to improve MeECL’s infrastructure, the Chief Minister also introduced six maintenance vehicles on a pilot basis. Equipped with hydraulic lifts, these vehicles will enhance the efficiency of linesmen and maintenance workers in accessing power lines at various heights and locations. The adoption of these specialized vehicles marks a shift from conventional restoration methods, reducing the time required for maintenance work and minimizing electricity outages. The procurement cost for these vehicles stands at Rs 1.48 crore.
With an emphasis on strengthening power distribution, the government has assured that there will be no scheduled load shedding this year. Ongoing reforms within MeECL have contributed to reducing Aggregate Technical and Commercial (AT&C) losses to below 18 percent. Plans are also in place to expand electricity infrastructure in rural areas, with the construction of 10 new substations set to begin next month.
