Meghalaya Cabinet Takes Key Decisions, Including Amendment of State Anthem and Investment Promotion Act

The updated anthem will be unveiled at the Meghalaya Games 2025, which are set to take place in Jowai later this year.
The Meghalaya Cabinet today took several significant decisions, including the amendment of the State Anthem and the approval of new guidelines and laws aimed at promoting art, heritage, and investment in the state.
One of the major decisions was the amendment of the Meghalaya State Anthem. The amendment, following suggestions from Jaiñtia Hills, will include lines in Pnar to reflect the region’s cultural significance, said Chief Minister Conrad Sangma.
The updated anthem will be unveiled at the Meghalaya Games 2025, which are set to take place in Jowai later this year.
The Cabinet also approved guidelines to introduce the Art and Heritage Award, which will recognize individuals excelling in performing arts, folk music, dance, theatre, craftsmanship, and more. A committee led by the Chief Secretary, alongside members of the Arts and Culture Department, will be responsible for selecting the awardees.
In the field of education, the Cabinet approved the Meghalaya School Service Rules 2025. The amended rules address past limitations that restricted promotional opportunities for teachers in Lower Primary Schools.
With the new rules in place, government LP school teachers will now have better career growth prospects.
The Cabinet also approved a proposal to establish rules regulating the payment of fees for forensic examination services under the Home (Police) Department. The new rules will classify various agencies into categories based on their affiliation with the government ensuring a structured fee system for forensic examinations.
Another important decision was the approval of the Meghalaya Town & Country Planning Scheme. This scheme is designed to coordinate the development of the New Shillong Township, which spans over 290 sq. km. The initiative aims to ensure planned growth and prevent uncoordinated development in the area by bringing stakeholders together for comprehensive planning.
The Cabinet also approved amendments to the Meghalaya State Investment Promotion and Facilitation Act, 2024, following concerns raised by the Khasi Hills Autonomous District Council (KHADC) and the public.
The amendment clarifies land procurement regulations under the Meghalaya Investment Promotion Authority (MIPA), ensuring compliance with the Meghalaya Land Transfer Regulation Act, 1971.
Additionally, the amendment ensures that industries providing employment to local residents will be eligible for incentives under the new policies.
The authority will now be renamed as the Meghalaya Investment Promotion Authority (MIPA), replacing its previous name, Invest Meghalaya Authority.
The Cabinet also approved the list of awardees for the Meghalaya Day Awards 2025, which will honour:
U Tirot Sing Award for Arts & Literature: Sembertush A. Sangma
Pa Togan N. Sangma Award for Social Services: Wailie Copper Khongwir
U Kiang Nangbah Award for Sports & Games: Kmoin Wahlang
Lastly, the Cabinet approved the Republic Day 2025 speech, finalizing the key addresses for the upcoming national celebration.
