Govt to Deploy CAPF To Implement Upper Siang Project in Arunachal Amid Stiff Opposition

Despite strong opposition and widespread protests from villagers, the Arunachal Pradesh government, led by Chief Minister Pema Khandu, has decided to proceed with the controversial 11,000 MW Siang Upper Multi-Purpose Project in the Siang belt. The state government has requisitioned Central Armed Police Force (CAPF) to conduct pre-feasibility reports for the SUMP and deploy them in the Siang district.
The project, which is set to be developed by the National Hydroelectric Power Corporation (NHPC), has faced intense resistance from local communities, especially the Siang Indigenous Farmers Forum (SIFF). The SIFF has organized rallies across the region, voicing concerns that the mega dam will submerge several villages, disrupt local livelihoods, and severely impact the ecology of the Siang River.
The CAPF will be deployed to prevent any potential law-and-order situation as the NHPC moves forward with the project’s preliminary phases. A circular has been issued to prepare accommodations for the CAPF contingent, which will be stationed at Riew village.
Deputy Commissioner P.N. Thungon has rejected allegations that the CAPF deployment is aimed at intimidating protesters. He stated in a telephonic interview with Northeast Live that the presence of security forces is solely for maintaining law and order during the conduct of the PFR.
P.N. Thungon said, ” We are planning to detail because we have to conduct the pre-feasibility survey. That is mandatory. It has to as this is the most important component.”
It needs to be mentioned that, earlier Chief Minister Pema Khandu stated that the project is required to save the Siang River given that China is building a 60,000-megawatt dam on the river in Tibet which might dry up the river and pose a big threat to the people of the state.
