The implementation of the sanctioned projects under NESIDS is carried out by the respective state governments of the Northeastern region
The Ministry of Development of North Eastern Region (MDoNER) has sanctioned 90 projects worth Rs 3,417.68 crore under the North East Special Infrastructure Development Scheme (NESIDS) over the last 3 financial years (2021-22 to 2023-24) and the ongoing year 2024-25.
This was shared by Union Minister of State for MDoNER, Sukanta Majumdar in a written reply to a question in the Lok Sabha on Wednesday.
NESIDS: Roads and Beyond
The NESIDS scheme is divided into two components:
NESIDS (Roads): Focuses on creating essential physical infrastructure, including roads, bridges, and related facilities.
NESIDS (Other than Roads Infrastructure – OTRI): Supports development in sectors like healthcare, education, water supply, solid waste management, industrial development, civil aviation, sports, and telecommunications. Projects under this component range from Rs 5 crore to Rs 50 crore.
All northeastern states are eligible for project funding under NESIDS, based on their allocated share.
Ministry and State Oversight on Development
The implementation of the sanctioned projects under NESIDS is carried out by the respective state governments of the Northeastern region, which are primarily responsible for monitoring and resting with the states. However, the Ministry of Development of North Eastern Region (MDoNER) maintains close oversight of these projects’ progress.
To ensure effective supervision, MDoNER officials and the North Eastern Council regularly inspect the selected projects.
Additionally, Field Technical Support Units (FTSUs) have been set up in all 8 northeastern states.
These units engage with project implementing agencies, update project information on the Gati Shakti Portal, and conduct periodic site inspections.
Monitoring Mechanisms
In February 2024, a new Standard Operating Procedure (SOP) was introduced to enhance the monitoring of ongoing projects under NESIDS and other MDoNER schemes. The SOP outlines the role of Project Quality Monitors (PQM) and Third-Party Technical Inspection (TPTI) units in ensuring project quality and compliance.
