The Hynniewtrep Integrated Territorial Organization (HITO) has urged the Meghalaya government to implement its own Motor Vehicle Rules, citing the negative impact of the current lack of regulations on the people of the state.
In this regard, the HITO today submitted a memorandum to Deputy Chief Minister and Minister of Transport, Sniawbhalang Dhar stating that the lack of the state’s own Motor Vehicle Rules has caused significant hardship for the people, particularly regarding tax assessments and fines.
The organization pointed out that commercial vehicle owners, who often struggle to support their families on limited incomes, are severely impacted by excessive fines and tax burdens. These financial strains leave them with only a fraction of their earnings, making it difficult to meet basic needs and support their families.
“The government of Meghalaya should implement its own Meghalaya motor vehicle rules. Since 1972, the state has not had any motor vehicle rules. We feel that the absence of such a law has led to significant hardship for the people, particularly in terms of tax sessions and fines, the current exhibit fines and tax burden. The commercial vehicle owners who struggled to support their families with limited income,” said a member of HITO.
It suggested the Meghalaya government to consider Assam Motor Vehicle Rules 2003 as a model for drafting similar laws in Meghalaya.
It also suggested the state government to form a committee to allow individuals and associations to give their suggestions in drafting the necessary rules.
Further, the HITO urged the government to implement an E-challan system for paying fines for vehicles which will enable digital payments of fines reducing the possibility of bribery and mishandling of funds.
Deputy Chief Minister Sniawbhalang Dhar has assured the HITO delegation that the government will soon implement the necessary rules.
